Why external? If you have the bay available, installing in internal DVD player should only take about 5 minutes and good ones are at least 1/2 the price of a comparable external drive. In some cases, they're 1/4 the price of a comparable external drive.

What are your requirements?

I agree w/ bill. Just take the dead one out and replace it
with a new one.

If you go with a recorder, I'd recommend the Pioneer DVR-112D for a couple bucks more than the NEC at $32.99.

If you're hellbent on getting an external drive, the same Pioneer is available in an external version for about double the price at $65.99.

But, if you have the available bay, installing a DVD drive is one of the easiest things that you can do with a PC.
