In some cases, the decision to edit is purely financial: the owners believe that they can cut costs by reducing the running time (so as to fit onto cheaper media) or that distribution channels will be more willing to buy an edited release.

There are no "rules" or "policies" that give cut and dry reasons for why something is edited. There are plenty of examples of things being cut that no one can give you the slightest rational justification for. Conversely, there are plenty of films that are released that seem begging for a prosecution.

Try doing a search on something like "classics edited" or something like that from 2003 backward. There have been quite a few threads/flames about editing of the classics -- some thread titles should be obvious. Also, you might try checking the reviews here before buying some of the classics -- many of them will explain that certain scenes have been edited.

In the future,I expect to see a niche market of all un-cut videos and DVDs sold underground.

I knew about the record keeping rules, but not about specific production companies editing their previous products.

So the big question is ... which DVDs should I buy NOW, before the production companies go backwards and create edited versions ?

When production companies and directors push the limit usually we get to see incredible Porno. That's what I like. Instead of the bland stuff that sometimes floods the market.
