In theory you could. Likely there is a bit more to it and of course even if you have the cash a model may not be interested in working for you. It would seem that many porn girls are trying to increase their level of fame which might me a factor in what jobs they decide to take. Have you tried emailing a talent agency? That might be your fastest ticket to a clear answer.

Why don't you just hire one for a private? Many of teh girls hook anyways, why not just pay her to come over and fuck you without having to fumble around with a camera an dcome up with a phony model release? So how do you become a legitimate producer if you can't hire girls in the first place? I mean where do you start? I mean guys like Ed Powers, Rodney Moore and Max Steiner also had to start somewhere with their pro-am stuff?
i guess you gotta kinda work your way up. you can't start shooting in the big leagues right off the bat. You've gotta go through the Minor's for awhile and prove your worth to have the oppurtunity to shoot some of the big stars. Or something like that.
Its a tight community to break into. Most people just dont start producing porn. Sometimes they are PAs, talent, work in sales, agents offices, ect. Most of the time, you spend a little time getting to know people before you start producing. I always recommend to new clients that they hire directors/videographers that are established first, learn the biz, then start booking talent directly. Once a agent sees you around and knows you are going to pay then you have much better chance. You can always try calling each agent and asking if they will work with you.
