I think the youngest looking model active now is Hannah Hays. She exploded onto the scene no too long ago and has been popping up on a lot of sites. Her scene at FTV Girls is great and really takes advantage of her looks. She has some great hardcore scenes too.
My next favourite would be Charlotte Carmen. She has a scene at FTV Girls under the name Sharlotte that it very hot. She has two scenes, including her first anal, at Exploited College Girls. 
Catarina Petrov is another young looking model who is just starting out.
Dolly Little has been around for a bit longer and may no longer be in the business any more but she is definitely worth checking out.
I just 'discovered' Kiley Jay recently but I like her youthful looks.
Piper Perri is 22 now but looks a lot younger due to her tiny size and braces. She's probably the most prolific of the models on this list.
Claire Evans hasn't been in the business for several years now. She had a brief but hot career until her parents discovered what she was up to. A lot of her work was softcore but she did a great scene for Exploited College Girls and then did a couple of scenes with Glory Hole Swallow. Those were definitely her most extreme. On one of the shoots she goes into a common area in the glory hole booth area and gets fucked by a few strangers. And speaking of young, she was still in high school when she shot the Exploited College Girls scenes. I miss Claire.
As for the sluttiest girl, I wouldn't call any of these really slutty at all. Maybe someone else can help with that.
