This is, quite simply, the art of the tease. For a sizable portion of starlets past, present, and future, keeping your attention (and $$$) on their careers with most knowing full well they'll never make good on all the hints, promises, announcements, and teases is all part of the big grift.
^ but the tease is a thing in itself, if the model was being playful with fanbase and besides, that is one way to let bigger productions know she is game.
