First of all, there are very few DVD players that support CD-R's, in fact most of them specifically say they will NOT play them, and even the ones that do say that not all CD-R's may play.
The next thing is that we're between model years right now. That means that the 2000 models are coming out and the 1999 models are being blown out for cheap. There's probably not a big difference between the years, and you might be able to get a real bargain on last year's models.
From a quality standpoint, I'd stay away from the cheap brands (Emerson, Fischer, Sharp, JVC, etc.) and focus on one of the mainstream brands. I've heard good things about Sony, Pioneer, and Toshiba DVD players.
For an entry-level DVD player, the Toshiba SD-1200 is about the cheapest, quality one you can get. I've seen it at most traditional retail stores for under $250, and under $200 online.
Whatever you do, I would strongly make sure you get an extended warranty, since these DVD players can be extremely fussy, and there's NOTHING worse than having to pay for repairs on a DVD player that's out of warranty (the labor alone will run at least $100).
