Every foreign performer that Lansky has shot has been one that made a trip to the US to shoot. I don't think this is about her not wanting to shoot for him. I don't really even think it's about him not wanting to shoot her. But he's never shot a scene outside the US, and he hasn't made any statements saying that he's considering doing so. And she's never traveled to the US to shoot. So until then...
