I'm looking for people's suggestions for the girl with the biggest difference in size of tits and size of ass... i.e. very small tits, very big ass (and big legs)... Flat on top, phat on the bottom.

Since you said you were more interested in the contrast than specifically a girl with small tits, I would suggest Lela Star:
She did have decently-sized tits, but her ass-to-tits ratio was still enormous. She is what I think of as a girl with a real "centaur" body type; her ass was so huge that her lower back had a kind of unnatural (and totally awesome-looking) curvature.
Another that pops to mind is Yudi Pineda:
While he ass isn't quite in the same league as Lela's, it is still huge, and her tits are tiny. I usually have zero interest in performers with small tits, but I must admit, I have really enjoyed her scenes. The downside, though, is that as far as I can tell, her entire career thus far amounts to three BangBros scenes. :(
