Sex toys have to look good to the people who are intending to use them. Shop with your partner. As for vibrating cock rings, I think you would probably be better off with something that is less of a novelty item. Maybe a small vibrator (like the Pocket Rocket from Doc Johnson) and a dedicated cock ring. I would think the cock ring half of this equation is going to be a bigger issue then the vibrator part. Given the tremendous varieties of cock rings I would try to find a comfortable one first. If you get a cock ring you can't stand to wear you won't even care that it vibrates.
