It is set up in germany just before the second world war and two german politicians decide to come up with a dicatator that will help them to become more rich. They go outside the room, come across a paintor and decide to choose him as the their puppet. this "hitler" looking guy turns out to be mroe interested in girls than anything else and here goes the movie ... i dont know if any major actress , or the studio ... all the movie is very classic style ( no crazy stuff) any idea someone ? this is probable a 80's movie ...
