Pirates II: Stagnetti's Revenge.
Or, at least, that was their selling point...

If you consider it such I think the honor falls on Caligula.

Are we talking sheer numbers or are we considering inflation rates?
By modern standards, Chuck Vincent's IN LOVE would have cost roughly $3,000,000 to make.

Sounds interesting, what year was that made?
I remember in the '80's there was a film advertised as the most expensive XXX ever made estimated at 500,000. A lot of older ones I know they had to travel to do like Pretty Peaches and Talk dirty to me #1 etc. so it drove up the price right there.

PLEASE NOTE: The links to rent/purchase the film are inaccurate. They lead to another unrelated movie.

PRETTY PEACHES only cost around $75,000 and TALK DIRTY TO ME was about the same (whereas it's superior sequel, NOTHING TO HIDE almost brok the quarter of a million mark).
The most expensive film Spinelli ever made was IT'S CALLED MURDER BABY (the XXX cut being calling DIXIE RAY, HOLLYWOOD STAR). Said film cost roughly $600,000

Ok Are you talking about the original Pretty Peaches? And NOTHING TO HIDE was a sequel to TALK DIRTY?
Do you know who made a movie for $500,000 in about 1980-82? That's what I'd really like to know. Because I remember reading that somewhere and forgot the dam name of it!!! LOL
