I think puffy nipples are Tanner stage 2, but without looking it up, I can't be certain. Might be stage 3. They aren't a medical condition, though, if that's what you're asking.
I was wrong in my original post, "puffies" are Tanner stage 4.
I had the puffy nipples with no breast development (Tanner stage 2) when I was about 11 years old, but hadn't developed anything else before becoming pregnant at 12. I went from no breasts to lactating without anything in between.
My daughter and both my sisters had a distinct "puffy nipples on top of developing breasts" stage, though, so I'll assume that if I had the chance to grow normally I probably would have passed through that as well.
Puffies aren't just a symptom of youth. Don't feel guilty, not all women complete all Tanner stages even after full physical maturity (of any age). The mammary glands are functional (able to lactate) long before complete breast development and, as anyone with a bad back can tell you, nature doesn't always put any more effort into completing a project than absolutely necessary.
As for being pregnant so young, yeah, I wouldn't recommend it.
Nobody who saw her at the time was thinking she was underage. Shame that some people ended up in prison for owning tapes she was in. Not knowing or believing she was a minor, they weren't pedophiles. So no reason to feel bad about it.

There was an Asian woman around the same time Traci was working that had a really nice set of puffies. I've totally forgotten her name. I remember the hype claimed she was an Innuit, or Eskimo.
