You could type in likely candidates on IAFD to see their list with the caveat that the database only goes back to about the early 80's (IIRC). If you are looking at directors whose career precedes the 80's maybe the late John Leslie? His career spanned from roughly the late 60's to his death in late 2011. Roy Karch (who started in 1974) and Bud Lee (I think he started in about 1980) would also be candidates. So would the Mitchell Brothers of San Francisco strip club/Marin County murder fame (one Mitchell brother killed the other in a fit of rage in Marin years ago, they started directing in the 60's). Unfortunately I don't know of a comprehensive list of adult movies dating back before IAFD took up the torch so no one may actually be able to give you more than conjecture to attempt to answer your question. Maybe Phil Harvey of Adam and Eve could help as well, he started his company in the late 60's selling condoms but my father used to purchase 16mm prints of porn movies from him not too much later than then (this was before the 3/4 inch tape JVC VCR was marketed in 1976 or so, I wish he still had those prints -- it would be interesting to view them today).

^ IAFD covers the 70's and even the 60's.
As far as IAFD, start with
Jim Powers and see if you can find anyone with more than 1101 directing credits. Jeff/IAFD might be able to chime in here and give a top ten list.
I think you also need to consider some of the long-time internet directors who were shooting 20 scenes a month for many years. Brett Brando (Naughty America/Brazzers) comes to mind.

How completely? Peter Van Aarle started keeping records of what movies he watched in 1981/1982 according to the IAFD site (http://www.iafd.com/peter.asp). I would therefore think that any records from before then would be sparse at best.

That doesn't stop them from adding earlier movies at a later date. They've added movies from the 70's, 80's and 90's in just the last few days. Peter also got information from Adam Film World and perhaps other sources including Dan Abend.
Right now they have 5,825 performers from the 70's. Amazing.
