That's the best way to put it. Manuel never lifts his legs, like he does most of time in his implied rim job segments. Jessie does not stay down there, Jessie does not oblige subsequent overatures to go back down there, and there was no way for the camera person to know to shoot a rim job if the dude does not lift his legs.
