Why are poorer countries paying the same as richer countries when it comes to on-line smut?
For instance nobody expects people in Poland to pay the same for videogames as the people in France so the prices are quite different, they would lose polish sales otherwise, why are pornsites so region-agnostic then? I doubt the cost of the product/supporting a customer is a significant chunk of the subscription price.
Couldn't they just check for IP location(can be faked) together with CC home country address(harder to fake) to figure out which pricing scheme would be more appropriate?

well first thing first is, that it is super easy to fake where you are buying from. With digital content espesially you can fake home adrresses etc easily, use VPN etc to fake where you coming from etc. People already do this on steam and other similiar services to get games cheaper. Other question is that how many would actually bother to do it or have the knowledge. Some sites already do it with dollars/euros tought.
2nd is that always when you are exchanging currency you loose some money on that too, so it is probably not so profitable either. Like if you would buy with Polish złoty and pay lets say 10 dollars worth for 30 days membership, would it be enough to cover bandwith, currency exchange and billing costs and still leave a profit.

Yes, steam does regional pricing, and while most people don't cheat the system, a small minority does.
However it should be pointed out that those who do have the knowledge and the will to set up proxies or VPNs for cheaper prices are also quite capable of pirating all the porn they want. If these people are paying for their porn they're already doing so out of principle and convenience rather than a lack of alternatives, regional pricing shouldn't change that, however few of these people there may be to begin with.
It also should be pointed out that many pirated games are crippled versions of the legit product due to lack of multiplayer/steam access, unlike pirated porn which is essentially the same product as what you'd pay for, or sometimes even better(stream-only pornsites).
I can only speculate as to the actual cost per customer, but considering that clipstores sell clips for as low as 2 dollars, how much could currency exchange and billing costs per customer possibly be? You can get a no-caps internet connection for 10-20 bucks, how much bandwidth do you think the average customer is going to eat away in a month? And they can always cap bandwidth for cheaper countries the way they do it for trial accounts.
I don't see the cost per customer being that significant, the cost of ignoring all those potential customers on the other hand..

They also have more famous international-geared ones such as www.busty.pl at more than double the price for less than half the content.

Well my point is, is it worth chasing customers who only pay 11 bucks or so a month?
Is it worth doing all the extra programming necessary to process their payments efficiently? And integrating all that with your affiliate program? Taking into account that affiliate webmasters who can write sales text in Polish are probably going to be getting many, if not most, of the regional discount sales for Poland. And then Poland is just one of dozens of foreign language regions to consider.
For example if I was the manager of Twistys, who already offer several special discount membership deals and have a highly developed webmaster affiliate program, I would have to ask myself is it worth chasing such customers? I'll need affiliates to generate these sales and they are still probably going to want their 60-70% revshare and/or the $20 to $30 per sign-up they get on regular sales And these discount members are going to cost the same to service as regular customers - Hell, I could easily end up with loads of customers I lose money on.
My short answer to your question is that a lot of US/North American based paysites have probably already looked into this and decided it is not financially viable.

Offering region-specific price options is no programming feat, payment is processed just the same.
Why would anyone be writing anything in a foreign language? Everyone reads english, what's stopping people in poorer countries from subscribing to 30$+ access websites isn't the lack of advertising or language, it's the price: it's priced above what they're willing to spend in a one-time jerk-off impulse buy. Dropping that entry barrier(even if it's just for a week's worth of access rather than a month) should already make a huge difference.
No, you don't. The sales interest is already there, created by current marketing , affiliate or otherwise. The indiscriminate price is simply turning them away at the door.
You mean the same websites who are going out of business and getting bought out by the stronger/smarter competition who gained a competitive advantage by not ignoring previously untapped sources of revenue?

Because not everyone reads English. And why should residents of a foreign country, where English isn't the language, have to learn English?
Due to the dollars current global value, regional pricing would probably make pricing higher in foreign countries. Your idea is not so easy when you start figuring out exchange rates. And you lose money when exchanging money, so unless you charge them in your local currency, you will lose money this way.

^CCBill offers regional pricing and it usually means that the price in Europe is higher than the US price. In stead of USD 30 it's EUR 30, a rather steep increase.

Not everyone reads English by any means. Or reads it well enough to feel confident paying to join an English language paysite. Plus there is a major lack of trust in many people when it comes to buying porn online. Many look on adult sites as potentially shady business that will rip them off even when everything is presented in their first language. When it's not, they can be even more nervous about signing up.

They are specialists in marketing porn to Non-English speakers. All their adult sites come in at least 5 & up to 7 languages and they have geo-ip detection to display the most suitable language automatically for the region.
There is another factor to consider as well. A lot of people like porn to be in their language. Even if they prefer foreign looking girls and/or guys they still like to be able to understand what those performers are saying, believe it or not.

English is the international language, most people speak english, interrs moreso and it should go double for the ones willing to burn disposable income on internet smut.
You mean you're unaware that learning english as a foreign language has been mandatory in developed countries for decades? Most of them will have you learn at least two foreign languages before you finish highschool. It's my fourth language at that, and I find the notion that you'd have to translate pornsites in order to sell them to non-anglophone countries to be naive at best(as if pornsites were riddled with literary content, as if on-the-fly browser translation was science fiction).
I'm not sure what you mean by this, most US websites charge foreign customers in dollars already, when I see them convert to euros it's only so they can charge far above conversion rates.
A website that charges 30 bucks for entry (single month) yet is only getting 20 per month for a 3 month plan(most popular) and is getting less than 10 bucks a month for a year-long sub should be able to cut down the price of entry(either by cutting into profits or offering shorter subscriptions and usage restrictions) for countries where the median disposable income is half or even a third of the american one, otherwise they'll just spend their money elsewhere.

Yet I don't know any russian who does indeed like the fact that most of his foreign porn is being dubbed -by a drunk burly man who even does the moans of the female characters no less. Some people might see that and conclude it means they do care that much for dubbing/translation, I'd say it has more to do with the influence of translators whose profession is quickly becoming extinct.
But this is beside the point, yes translation for non-anglophones can make a site even more attractive, but how does that even matter when you're already pricing yourself out of those markets to begin with?

Jacco hit the nail right on the head. When I hear the expression (Regional pricing) than I know that I'm going to pay more for my porn than someone else.
Europeans tend to be the worst ones affected by this for the obvious example given by Jacco because they will get charged the same number but a different currency so 20$ US dollars becomes 20 British Pounds or Euros.
I don't know if it's the CC processor, the site's owner or a combination of both but I do know that CCBill is the often the worst one for these currency infractions.

That's interesting. CCBill is only a payment processor. I know they offer a number of different options to paysite owners. And there is absolutely no need for the same figure to be used for dollars, pounds, euros etc. Also they process for paysites from all over the world

^I'm sorry if you thought that I implied that CCBill does this across the board because they don't. I'm sure you can find plenty of examples where they don't but they happen to be the main culprit whenever Regional Pricing is involved. They are by no means the only ones but I find that they are the worst.

Well, really it's surely some of CCBill's customers (i.e. paysite owners) who are the culprits rather than CCBill itself if this is happening? The paysites can set whatever prices they like and CCBill just collects at those prices.
Also with regards to affiliates (which I tried to impress upon the OP are a significant factor in all this) it is the paysite owners who set the % rates for the commission payments affiliates receive for their sales. If the paysite wants to pay affiliates 5% per signup or 50% per signup (most payout 50% & a few even pay more) that's their business, not CCBill's. CCBill just collects and distributes the money accordingly making standard deductions for their processing services.
Paysites with affiliate programs are supposed to contact their affiliates if they change the payout percentage. The good, well organized, ones do but some don't even contact you if they close a site, sell it, close their affiliate program or change payment processor to one of CCBill's rivals (but still take the traffic you send them). As an affiliate I don't blame CCBill for this when it happens. I blame the paysite owner.

^I don't know if CCBill is the one doing (RG) Regional pricing or if it's the owners of the sites that tell the to do it but one thing is certain and it's that CCBill is the CC processor with the most cases of (RG). They are one of the top CC Processor so by default they already deal with many porn sites but Epoch is also huge and they don't do it as much. It's quite possible that the reason why CCBill has more (RG) is because they allow it on a bigger scale than the other companies and therefore get more customers who want to screw their members.

Something similar happens when you actually BUY a physical support like a DVD , for some reason some site do not sell used DVDs out of the USA and some offers aren't available either , in addition in my last order I paid $ 14 for the shipping and two months later $ 24 (same quantity same site), I received both the packages in 10 days , but this time one of the DVDs was a BURNED DVD-R instead of a PRINTED DVD-9 , if I wanted a burned copy I can Download and burn it myself , if I buy a DVD it's because I want an original copy.
for USED DVds I have no fetish for them but some titles aren't available anymore , a used copy would solve the problem

^Shipping cost is one of those scam things that can really give a distributor a bad name. I remember a couple of years ago ordering some dvd's and asking for express delivery. I got charged for it but they shipped it be regular mail. I complained and they credited me but that incident made me pay attention to all future shipment and that's when I noticed that many distributors charge a lot of handling because shipping is often just a couple of dollars but I still get charged about 8$ to 10$.
