I saw this Review about "An Incestuous Affair" from Digital sin studio. Reviewer just wrote screenplay about the scene.
So is writing porn screenplay = porn review?

The term "review" IMHO describes all kinds of critical statements about a product that judge its quality. Length and proportion between description and critical assessment can vary a lot. E.g. the movie reviews in my local newspaper, my TV guide and a feuilleton of a national weekly are all different in this regard.
So yeah, a review that offers a lengthy description of the scene content, i.e. which sex positions & sexual acts are done in chronological order, is totally standard among porn reviews.
As long as there still is a statement about the question "Good or Bad?" and "Why so?" I cannot see why this can't be deemed a review.
In this XCritic example, the judging parts are short, but nonetheless they exist, cf. "Overview"/"Final Thoughts".

Obviously one could write a review with a lot less description and a lot more opinion too...

The opening paragraph for the movie overview does comment on the production values, the chemistry between the performers and a recommendation for the movie so while each scene's description is verbose, the reviewer has still made his critique upfront so I would still say this can be called a review.
I do agree than more thoughts on the individual scenes would be better than a script for an audio guide for the visually impaired.

To begin with, the review you linked to isn't a screenplay. It isn't even close to resembling a screenplay.
To answer the header question, no writing a porn screenplay isn't a porn review.
What you have linked to is a standard porn review. There is a little talk about the movie itself with a large amount of time spent describing the sexual acts in the scene and which performers perform which sexual acts.
This is what most reviewers write and there is a large reading audience that wants the scene descriptions. I don't write them, I write my porn reviews as if the movie is a mainstream movie and I get complaints about not having scene descriptions.
However, a scene description isn't a screenplay. In fact, a porn screenplay doesn't describe the sex at all unless there is something important or a vital sex act that happens in the scene. And if there is, that is all of the description.

I find most reviews are actually just that: descriptions of what happened. This doesn't really tell me anything.

^ I actually find it amusing that when a scene has a scenario set up, a review describes all of that as well. As if they're reviewing an actual movie.
