I was wondering if some DVD players ...snipped... plays all regions?

Yes you can buy all region DVD players. jlist.com sells them.

You can even go to independent electronics shops and the technicians will hack them for you. All illegal of course, but I don't get the impression that you're worried about breaking the law.
Paid about $30 for it at WalMart. Here's how you tweak it to play all regions:
1. With no disc in the tray, push "Menu" "1" "9" (ignoring the "No" symbol that appears on the upper left-hand corner of the screen). 2. A menu will appear that shows in highlight the region it is set to (almost certainly Region 1). Push the "Enter" button and the region number will change. You can set it to any region (1 through 6) or to Region 0, which means it will play PAL or NTSC DVDs from all 6 DVD regions! 3. Push the "Open/Close" button to close the menu, and you're done!
(Credit to "Art from Minneapolis, MN" for the heads-up on how to do make it an all region + PAL/NTSC player...he reviewed it at Amazon).
Funny thing is, I tend to use this DVD player all the time now instead of my high-end Sony player because the thing plays anything I throw into it. Never had a problem with it. Should have bought 3 of them at the time because now I only see "open" models of them in the stores.
For re-encoding .wmv to .avi, I've had good luck with TMPGEnc. You can also use this tool to make MPEG-2 files and burn a DVD that can be played on any DVD player, regardless of whether it supports .mpg or .avi playback. (This feature is disabled after 30 days unless you buy the progam, but .wmv to .avi will still work even if you don't pay).
I've never had any audio/video sync problems, and there's no loss of quality if you configure the codec correctly. (You'll want to install an MPEG-4 codec such as DivX to do the .avi encoding.
I know of some free ones but there will be some loss in quality. The way I currently do them is by using Nero Recode 1st to re-encode the file to MP4. loss in quality is almost none. from there I rename it to MPG then use automated encoder called Memcoder(I have no idea on the specs of 1pass/2pass encoding, so this is great) It has the all settings already written in a BAT file,depending on file you want (my case xvid). place the file in either 43 (4:3) or 169 (16:9 ratio) Folder then press the Go.bat and wait for the file to be done.
Here is a guide using free softwre you will need to do a few steps.
I'm using TMPGEnc 2.524, not the new TMPGEnc 4.0 XPress. They're only offering a 14-day trial for the new 4.0, whereas the old 2.524 is good indefinitely except for MPEG-2 encoding, which is disabled after 30 days.
MOST porn is on Region 0 , What this means, is that ANY DVD player can play region FREE titles.
Commercial DVDs for instance Independance day or Superman, or even some TV stuff like Sinpsons, these are LOCKED to a regeion, for instance Region 1 is USA and regeion 2 is UK
To play other formats, you will need TWO things...
1) a TV that supports both PAL and NTSC playback (UK/NTSCrespectiivly)
2) a Region FREE DVD Player
Most DVD players can be chipped with is perfectly LEGAL
some you can use the remote to disable the lock-out
