I would also add (since the word 'nigga' has become the subject of a lot of recent media attention) that if we get down to brass tax about outsiders using racial slurs, there is an extra layer of offense that people don't talk about. This extra layer of offense is caused by the inherent implication that the person who said it is expressing an unspoken happiness that they are not of that group they just slurred. In other words, when Riley Cooper used the n word with that angry tone, there was an element of "I'm so glad I'm not black" inside of the word--which adds to the offense. So if an Asian uses the term "chink eyed" this element isn't there. But if a non-Asian says it, that element is there. [Link]
