Have you looked to see if anyone else has noticed anything as the AVS forum? Usually when someone cuts their bitrate, the people over there are the first to notice (and some of them are able to read the actual bitrates).

Have you noticed any change in the PQ of the HD channels like HD Net & HD Net Movies? I read that D* has sacrificed bandwidth on these channels to make room for the upcomming Sunday Ticket HD channels.
