For public sex, I think the Japanese do a lot of this stuff. The shoot sex virtually everywhere.
I don't think it's exactly legal in most countries, it's just that people are less likely to get offended, complain and call police, etc. At best, cops will just ask you to pack your shit and leave... maybe pay a fine or something, but it's not really something that will get you in serious trouble. As for German love parade, then the whole thing is basically about sex. It would be funny if they started arresting people for exhibitionism there (though I do vaguely remember there was discussion about it, as supposedly sometimes it does go a bit too far).
