believe it or not there is really a very nasty registry setting (if there´s no virus) The problem is i can´t recall the place where i read about it ... and if i´m correct you can not correct the problem because you can not run regedit

I can't run anti-viruses, media players, or any other programs. I can still get on the internet with Chrome or IE and download programs but I can't open them when I do. My computer does not seem to recognize any of these programs. [Link] |

Then boot into "safe mode with command prompt". Then run the antivirus. Another possiblity is to find a portable virus scanner which can be loaded onto a usb flash drive, and executed from the flash drive; without needing to install it onto your computer. [Link] |

If it's answer #1 then try opening what you want by using method #2. Also, you can try system restore, which is sort of a 'time machine', to return your system to the way it was at an earlier date when (presumably) things were working properly. http://support.microsoft.com/kb/306084 tells how to use system restore.
