Bang Bros has used condoms since they started and they are one of the biggest companies in porn. It has nothing to do with the law in LA, since they're in Florida.
They haven't done it exclusively. You don't really believe their success is due to their use of rubbers do you? If every scene they'd ever done was rubbers, dental dams and various other barriers and no facial or oral cumshots, do you really believe they'd be as successful as they have been? BB success has more to do with how they've marketed themselves. I'm sure you know that. I doubt they'd have ever gotten angry complaint mails from their customers if they never used any rubbers. My guess is people just tolerated it. If I signed up with them, I'd take the scenes with no rubbers and leave everything else. That would still contribute to their success without making any comment on their use of rubbers in some scenes. But I'm sure all of the people who hate condom porn who ever paid these guys had no idea their contribution to this company would ever be twisted into an argument in favor of a governmental condom mandate. At any rate, I don't have any problems with companies that do it by choice. I'm not paying them for lousy porn with condoms that doesn't do anything for me but it's their business. I can tolerate condoms ONLY if it is a true amateur title. It really saves time and money not to have to screen the performers so I see why directors take this path. I'm not sure whether the condom police are intimidating studios. If you think there is too much regulation going on just you wait and see what happens if Obama is re-elected. The government is sticking its nose into every aspect of American society, into every institution in American society. And don't think for a minute they were not involved in the affairs that go on in the State of California, into every local issue, they own California.
I myself cannot tolerate condoms. I just came across Savanna Samson. Any testing is better than no testing of course. The thing with the HIV tests is it takes a minimum of 6 weeks for the antibodies to develop which is what the HIV test detects to determine whether someone is HIV positive. So, in effect, you could be infected from someone 5 weeks earlier and take the HIV test and pass. 99% of infected people will show an HIV positive result 3 months after infection.
Seems to me most of the Russian professional porn does not use condoms, even for anal. Anal Teen Angels and Try Teen and all those similar series I've seen are bareback.

Yes, some of their scenes use condoms, but they did not get to be one of the biggest companies in porn because they use condoms, or even in spite of their use of condoms, because they have plenty of bareback product. All their early scenes had condoms, it probably has to do with using newbies to porn in a lot of their initial scenes and a lack of testing infrastructure in Florida.

I don't know specifically about Bangbros but if you scroll through the threads posted over the past few months there are several on the condom police in LA. Legislation passed is putting pressure on the adult industry to use condoms. It seems there is more and more micromanaging these days by legislators who intrude in areas that is none of their business.
I think this is a good way, how we can fight against condoms in porn. LA is not the only place in a world, where studios can shoot. It is very easy to say - I accept condoms in porn. What about to pay money for it? I have not any friend who would pay real money for safe sex videos. None!
