What's a good light tofill up a small to medium room on a budget? I am thinking about 2 tota lights by lowel with umbrellas.

Skip the umbellas.

Put the Totas off the ceil. Let one spill on a side wall a little to give the light some shape. Let one spill on the front wall to give some fill.

Good to go.

B&H Photo. No discount, but probably the lowest price. Never significantly higher than anywhere else.

I've looked at Tota Light Auctions on eBay. If the lights are in good condition, they never go for signifantly less than new at B&H. Good luck.
