Its very difficult to find the original § or the commentaries in the internet. "The Protection of Children Against Sexual Exploitation Act of 1977," - was the first try for a national law. Some states were able to lever it out, but these were only half a dozen, when this was passed. I dont know, if commercial porn was produced in the US with 16/17 year olds, but I heavily doubt it, because more single states were passing stricter laws as early as 1978. Ive only seen some CCC Denmark Catalogues aimed directly at the US market, with prices in $. They had no problems selling porn with 15-17 year olds until the early 80s in the US. I think almost nobody in the USA knew at this time, that some models were 15, not 16. The 84 law that raised the age from 16 to 18 was only "pro forma", because almost all states had laws that invalidated the common national law. But this law was made especially for the US Custom Service. Starting late 84, US Custom Service seizured teen porn with models between 15-17 as "childporn". If you look at this strange case Ive linked, nobody is mentioning before court, that this material was legal under US law, or at least allowed for several years. It passed through almost 50 feds and nobody did anything. I bet that dealers and customers had a lot of trouble selling and buying this danish stuff. But the feds who made this "mistake" (?) - it had no consequences for the authorities. Or is this the longest running sting operation ever made.... ? But a sexshop store owner or a customer can be imprisoned for years - for selling "childporn". These movies were even registered at the US Copyright and Patent Office !
