Years ago I saw a movie directed by John Leslie called "Hot Scalding". To me, the opening scene where the two mooks were being teased to the point of eruption was one of the most erotic I'd seen in a while, even though there was no P to V penetration. Well, the couples and softer side forum would seem like a better place to have put this. If you want solo tease, I love Smash's Stocking Secrets series. For what you're describing to have it stop short of actual sex I'm at a loss. If you want the tease to progress into sex I'd suggest going with John Stagliano's movies. Most everybody at Evil Angel manages to do great teases, but it sounds like you're wanting things a little on the softer side and Stagliano's earlier stuff is a bit softer. I'd also suggest Buttman's Toy Stories (review turned in a few minutes ago), which has a fantastic opening tease scene with Tricia Devereaux!!!!

"The Super Divas Diary" at $34.95 is reasonable, I promise you no regrets. The movie lives up to the trailer(s) and the other way around. And it has 14 stars in it!

As I stated before, I've purchased a couple of videos from PowerHouse (Wildlife) directed by Bobby Rinaldi called "The Big Tease" 1 and 2. Some of the segments are pretty hot but I have some ideas that I plan to e-mail to the company which I feel would make this series even hotter.
