It was a really weird take off of Johnny Quest.

Dr. Quest was getting sued by his longtime buddy and "travelling companion" Race Bannon for custody of Johnny and Hagi. Birdman was Dr. Quest's lawyer.

It only lasted about 10 minutes, but it was jam packed with more gay inuendo than I thought I would ever see on Cartoon Network.

Dr. Quest to Birdman: Well congratulations! Let me be the first to "toot your horn!"

Birdman gives Quest a weird look and slowly inches away...

Speaking of homoerotic themes in cartoons... remember those public service announcements at the end of each G.I. Joe episode? Those are filled with gay innuendo and homoerotic imagery. It's surprising they even got on television in the mid '80s, I don't know if they'd be allowed on TV nowadays...

There's a particularly hilarious one covering water safety. Two boys are swimming around, splashing each other in a lake (presumably at a summer camp), when they spot lightning in the distance. One says that he's gonna get out of the water, but the other shrugs it off and decides to stay. Suddenly one of the Joes surfaces from underneath the water about five feet away, to say "That's the wrong play, kids! Get out of the water when you see lightning!" Anyway, he's in a spacesuit-ish diving suit and was obviously watching them frolicking from underneath the water. 8)

The G.I. Joe: The Movie DVD has 25 of these PSA's, and they are absolutely hilarious! I always thought the guys had suspicious names... Beach Head, Leatherneck, Payload, Hard Top... there's definitely a subtext here.
