For Drew's possible benefit: Usually when I run into server problems here they last for a period of time. This is sporadic. I think you need to check the valve stems or the doohickeys or possibly the thing that connects to the other thing. If you need more help from me feel free to ask. +1 for consumer sovereignty... BTW I believe that Walter's "curly quotes" are the way they are because he copy/pastes from Word, and Word usually writes ”” or “” instead of "". [Link]

IIRC, they're a Microsoft abomination called smart-quotes, that caused a lot of fuss some time ago, when sites created with MS tools began using them, even though they weren't standardised. (I could be remembering wrong though. I would have expected MS to call them "Intelliquotes") I also see it on other characters. When you commit a post to the database it's written in a single byte storage format. Many special characters are two-byte Unicode format. The encoding is lost when written to the database. [Link]
