You might be better off not knowing the name, because some of the old stuff has had the title changed multiple times. So many were shown in theatres and in the early days of cable, and they'd change the name for either better marketing or because they couldn't use the original title on a bill board in front of the theater.

There are a lot of classic 70's through 90's films being released again on DVD. I hope that you can track down the one you're looking for.

If the blond female in question was Christy Canyon, then you're in luck! All of her stuff has been re-released over the last two years.

Anyways, in Chopstix a young (strawberry blonde) lady away at private school received a telegram stating that she was in line to receive a large inheritance. Upon her arrival in San Francisco the attorney informed her that the only thing left of the estate was some run-down property and a beat up catering truck. Out of the kindness of his heart he gave her a check for a few thousand and promised to send her the balance, if there was any, after he settled the estate. Of course, he was really trying to weasel the mansion away from her, which had back taxes due in a few weeks.

So she turns to her only living relative, an aunt whom she hadn't seen since she was a child. This lady runs a brothel out of a large victorian house. After she and the aunt figure the girl's been screwed (figuratively) she comes up with a plan to run a catering service with a twist. She and a couple other girls fix up the catering truck and dressed in a uniform of short blue skirts and white tops they hit the road. They visit construction sites to sell food and sex. There is a scene with a hotdog as you describe, they stand over mirrors while taking orders so the guys can see up their skirts, etc, etc. There are several oral scenes in the whore house, the mansion and on the road.

Eventually they earn enough money to pay the back taxes, get the mansion and live happily ever after. A pleasant enough movie from 1980 or so.
