It's just a music video, but Jane Birkin's "Je t'aime... moi non plus" is at least softcore, but iirc it happens in the rain... and it's pretty damn hot!

There was movie a few years back called "Island Rain" where every scene was either shot outdoors in the rain or under a shelter whilst it was raining and stormy outside.

In Island Fever 2 there's a scene between Tera Patrick and Erik Everhard that takes place in the rain. It's not raining at the beginning of the scene, but it starts raining not far into it, as I recall. I think it's the first scene in the movie, too.
