Ok, so I'm a fan of series like "Bring 'Um Young" and "Just turned 18". There seems to be no shortage of Just-Legal girls going into porn. Obviously these girls are sexually active long before that. Probably many of them know that they want to do porn and have to wait untill they are legally able to. So why not take this genre to it's logical conclusion?
The scene starts with the pornstar-to-be at a newspaper stand. She buys today's paper and holds it up to the camera so we can see the date on it. Then she shows a photo-id with identifying information blanked out, but still showing her photo and birthdate (Bring 'Um Young style.) She says "Hi, I'm (porn name), and at midnight tonight I turn 18 and can finally be in a porno movie, yippee!" (or words to that effect.)
Scene changes to indoors, focussed on birthday girl. She says "only five minutes to go!", then the camera pans to a view out the window of a clocktower, showing it is 11:55PM (Somewhere in London with a view to Big Ben would be ideal.) Camera pans again to show that in the room with her is girl 2, an 18 year old chick getting fucked by 2 guys, one in the ass and one in the mouth.
The camera focusses on the threesome for the next few minutes, but keeps panning back to show that birthday girl has her face in close watching the action, and is licking her lips and commenting that she can't wait.
As midnight arrives, the camera goes back to show the clockface and we hear it striking 12. On the 12th strike, everyone shouts "Happy birthday!", the camera moves back to show guy 1 pulling his cock out of girl 2's ass and putting it straight into birthday girl's mouth. Guy 2 pulls out of girl 2's mouth, lift's birthday girl's skirt (no panties) and shoves his cock up her ass.
The scene continues with repeated ATOGM untill finally both guys pop in birthday girl's mouth, she swallows, smiles at the camera and says "I'm the birthday girl, yay!".
(This might have to be revised. I'm not sure of the legality of a girl being filmed in the room watching whilst she is still 17, possibly she may have to wait in a different room and burst in on the stroke of midnight.)
I'm not a legal beagle, but it sounds as if she is 'in' a porn film when she was not 18 might present the problem. How would or could they prove that the clocks or setting was not staged to 'make it look' as if midnight has passed when in fact she was filmed having sex for the camera before she was legal.
I think for the documentation, they would want to have proof that on the day of the shoot, she was legal.
However, if she was 18 + 1 day there is no reason that the scene could not be staged.
I suppose I did beg the question there. I had considered it rather unlikely that such girls would remain pure and chaste until the age of 18, then jump straight into making anal porn, but if you know better then I'm willing to stand corrected...
The two problems I see with that are: the legal side and finding a girl who wants to spend her birthday fucking on camera. I really think it'd be difficult.

I did some quick Googling for legal info, and I can't see why there would be a problem with this. 18 U.S.C. S 2257 seems to be mainly concerned with accurate record keeping.
Reading this, I don't think there would be a problem with her being in the room watching before midnight, as the code mentions participating in and assisting with sexually explicit conduct, not merely observing it. She would probably have to be careful not to touch anyone before the clock struck, that's all.
With regard to the concern that directors might "make it look" like midnight had passed, when actually she was still 17, surely the principle of innocent until proven guilty would apply here? There would be no reason for the authorities to even suspect this - why would any director fake it that way when there would be no benefit to doing so, and such legal risk? The whole point of the scene I described was to give as many visual cues as possible to show that this was a girl having sex right at the moment she turned 18, not before. If they were going to fake it, then surely they would do it the other way, filming her after she turned 18 and staging the clock scene.
Of course, IANAL. If anyone with legal knowledge is reading this, your comments would be appreciated.

As for finding the girl(s), I would share your doubts if it wasn't for the apparently ample supply of just-legal girls appearing in porn. I bet many of the girls who are shot at 18 + a few weeks would have been up for it had the opportunity arisen earlier.
As for giving up their birthday to make porn, well:
(1) The ample payday that a girl could expect to make for this would pay for one hell of a birthday party. (2) She could go to bed, get up in the morning and still enjoy the rest of her birthday however she wants. (3) If you love sex, what better way to spend your birthday than fucking?
I've often thought that would be a great premise for a film. The main problem of course would be recruiting the girls beforehand, and it would be legally questionable to have a 17 year old on the porn set. But having her the day she turns 18 would be great, as long as all the paperwork is in order (also any contract she signs when 17 is null and void). The girls would have to be local too, because flying the girl out when she is still 17 could get a producer charged with kidnapping across state lines. In Bring Um Young 2 little starlet Kacey had only been 18 a month when that scene was made, which was pretty damn close. Maybe we can call it Happy Belated 18th Birthday.
