IBM, Oracle, Microsoft & a number of others already have a per processor pricing policy. That is unlikely to change. Having multiple "cores" on a single processor does not affect that policy. A number of companies, including the above-mentioned three, have reiterated their pricing structure with regard to the new chips.

As this trend continues (which it will), pricing will likely follow in the footsteps of how mainframe software is priced. The total "horsepower" of the processors typically dictates price.

My company usually tries to negotiate away from that policy as we require the CPU power that is typically required by companies many times our size. We end up having to prove to the different software companies that we are running a fraction of the number of programs that other companies using the same size CPU's do. Our CPU requirements are due to the massive amounts of data that we are processing, not the number of programs.

Luckily, we've been successful in those negotiations.
