Because the point it's not if a 24 year old cares if someone call her milf. The point is that tags should be useful for viewers to find something. And if a tag used originally for define a certain niche, and then the same term is used for everything the term isn't useful at all. If every vaginal scene would be labeled as "anal" (without having anal at all) just to sell more, you can be sure that a lot of people would complain about that, even if the girl in the scene doesn't care how the scene is labeled and sold.
