Censored scenes are a crime against the involved actress, but defintely not to be counted, IMO. There is also no way to proof that the dap was just cut out, but originally there unless you work at the given company or are the proud owner of an uncensored raw tape.
UNS 12: A 2-second dip is not countable, IMO, either. Thus I also never count Monica Sweetheart as Daggie. On how long, however, a dap has to last to count, I am not sure either. I think minimum 20 secs or so would be reasonable. Better still is anything longer than 1 min.
Euro releases only, however, I´d count for sure. Europe is part of the World, too. And you can always order the Euro version to the US if you dont want to wait. But of course the dap has to be released in Europe first.
