Just wondering .

In Britain there's a regulatory body called the British Board of Film Classification (BBFC) which has every film/tape submitted to it . The rules for passing and cutting material have changed over the years so I'm not entirely sure how they stand today - someone else probably has a better idea . There are a few thing that have remained consistently no go areas ; fisting , pissing on another performer , performers considered under the age limit (think it recently went up to 18) , scat , underage themes , and any violence mixed in with the sex .

What are the laws and methods of censorship in your and other countries ?

In Austria it can't be called outright censorship, but of course sex pictures/movies of people younger than 18 year are forbidden.
AFAIK also the depiction of sex between humans and other species is forbidden.

Then all things about praising national-socialism are forbidden, as is "Volksverhetzung" (incitement of the people).

In Holland only child pornography is not legal. You can buy bestiality, piss, scat and fisting here with no problem.

In France same than in Holland though we don't have the seventeen y.o rule for performers and it's OK to buy beastiality vids but it's illegal to produce them

Yeah, doesn't it go along the lines of "explicit material designed to promote chin-stroking by middle-class/intellectual/art-house audience = acceptable; explicit material designed to promote cock stroking by working-class/uneducated/dirty-mac audience = unacceptable."

The BBFC did liberalise their guidelines a few years back after being taken to court, but essentially they still have an annoying tendency to think they need to protect an adult audience from what they, in their woolly liberal way, potentially consider to be harmful material. For example, the sexually explicit and extremely violent (though, I think incidentally, rather cool) Baise-moi was passed at 18 with a couple of cuts to be bought in yer local Virgin Megastore, yet some completely harmless fluff from Private was cut because they thought the idiotic porn audience would try to copy "potentially harmful" sex acts....AARGH!!!

I think the rules, rather than laws, by which BBFC classify movies should be on their website. Laws pertaining are Video Recordings Act and Obscene Publications Act, both grossly out of date.

Here in Germany pretty much everything is legal, the laws are very liberal. I even saw a movie once on television where Gerard Depardieu had a hard-on. I think it's a matter of what is considered art - normal hardcore pornography still wouldn't be allowed on public television.

You can rent movies with piss, fisting and whatsoever, but what is illegal however, is beastiality and child porn (thank God!!!).

Actually Germany has very strict laws which may not be outright censorship, but comes close.

Have a look at the (pre-)censorship enforcers at

Also (Pay-)TV hardcore is much stricter regulated than in Austria, e.g.
Also it is much more difficult to obtain pornographic material than in most other European countries.

It's not all porn amoung other thing you would have to
-edit headbutts and dryer play out of disney movies
-edit violence out of horror movies (especially bloody breasts)
-edit "instuctional" crime sceans like people breaking into cars and using drugs
-edit weapons and head kicks out of martial arts movies
-consult with all kinds of medical experts to decide what constitues a safe sex toy
It would be quite dull not to mention the shame of knowing your job title is censor.

So far we've had some info on ; Britain , France , Austria , Germany , and Holland . Anyone else gonna disclose their country's porno regulations ?

For instance , after the football match a few days ago I'm guessing Spain probably has a ban on interratial .

And Croy , if you're willing to give up the foolish experiment of trying to runs those colonies on your own then we'll consider American applicants for the position of moral guardian in chief !

No animals

No violence of any kind

R rating: Legal in all states and territories.

Sex must be implicit only. No genital contact shown.
Explicit and implied violence permitted.
No restriction on age of performers. (except possibly in scenes with implied sex - not sure)


My conclusion: Australian state governments believe that murder, brutality and torture are just fine, but that lovemaking is a terrible crime.

In Brazil not have any specific legislation, having for the audiovisual productions the indicative classification for the age groups. Explicit sex and Pornography are forbidden for minors of 18 year . Of course is prohibited the infantile pornography.

In Italy something like the BBFC existed only for movies destined to theatrical release.
However a few years ago, the case of a strongly anti-catholic arthouse movie ("Totò che visse due volte" by Daniele Ciprì and Franco Maresco) that was banned from release by such a commission prompted the abolition of total censorship. Nowadays the Commission still exists but can only declare a movie forbidden to people under 18 or 14 years of age. Ex-post, once the movie is out in the theathers, single citizens or organizations can still ask some judge to condemn the author of a movie because it is offensive toward someone or some values. However, none of this kind of trials succeeded in years once it got to the higher levels of appeal. IIRC the last time a movie was sequestred or heavily cut because of such an appeal was a dozen years ago with "Le Grande Bleu" by Luc Besson, which was deemed by higher judges as highly offensive toward skin-diver Enzo Majorca through the propagation of false facts.

About movies only intended for home vision, like the vast majority of porn films, there's no need of a censorship visa of any kind. If the distributor don't ask for one, it's automathically forbidden the sale/rental to people under 18. No content of any kind is forbidden to adult except for pedopornography, of which even the sole possession is a crime.

In Canada there is our national Criminal Code, customs regulations for imported materials, and each province has its own film classification board which must approve material for sale or rent in a particular province (but not mail-order).

The Criminal Code of Canada (CCC)provides serious criminal penalties for manufacturing, distributing and possessing child porn. It also provides lesser penalties for producing and distributing (but not possessing) obscene material. Obscenity is defined as the undue exploitation of sex, or sex in combination with violence, cruelty or horror. This has been further defined by judges as behaviour that is degrading and dehumanizing. Of course, actual incest and bestiality are of themselves illegal, so would probably qualify as obscene, in addition to bondage, pee drinking, scat and perhaps anal fisting.

Obscenity prosecutions are rare, and convictions rarer. One Internet content producer was recently acquitted of combining sex with bondage and golden showers, on the grounds that S&M was a valid lifestyle choice and all parties were consenting.

Imported material has to be cleared by Customs, which has no particular pattern of what it approves or doesn't, aside from consistently blocking child porn, beasty and rape films.

Provincial censorship standards vary widely, and distributors frequently edit films to conform to the whims of the larger jurisdictions. Usually nothing discussed above makes it through onto the video sale or rental shops.

An interesting thread: the countries in Europe that have the most open access to all forms of porn are Italy, Spain and Holland - and it's not surprising that satellite broadcasters have chosen to uplink from these countries their hardcore porn stations, to be enjoyed by anyone who can receive the signal (Europe wide). I live in the UK and subscribe to several packages and get a diverse choice of xxx, most of which would never reach the UK shops. Interestingly in the UK, adult dvd rental does not exist, only sale of R18 censored material through licensed shops. These shops tend to be seedy and run by undesirables you by-and-large wouldn't want to deal with anyway - not to mention the ridiculous prices they want to charge. The sellers of this R18 material are all in favour of classification and a restrictive market with limited choice as they are running a cartel - liberalisation would take away business by opening up the market. In the UK most politicians are hypocrits, they are control freaks who try to map out what is good or bad for you and only change when change is forced on them by the likes of the European Charter of Human Rights that guarantees access to sexually explicit material between consenting adults.

TV stations from Spain and Portugal for the past year have been broadcasting on free to air channels (Hotbird Satellite) scenes of animal sex, fisting, p1ssing in the background to their sex-chat adverts. As far as I know no complaints have ever been made.

In Japan, the actual laws are quite vague, but basically, it customary to not allow genitalia to be clearly shown. Up until the early 90's, the law was interpreted to mean that pubic hair couldn't be shown, but after a few publications tried it, and didn't get in trouble, the boundries have been continuously pushed since then. Now, adult magazines often have just the smallest digital "smearing" on exposed labia, and penis' are usually very thinly digitally censored. Mainstream adult videos still have large mosaics censoring out all genitalia and pubic hair, but releases from "independant" companies show pubic hair and just have a thin mosiac censor on genitalia itself. The anus can clearly be shown.

As far as subject matter, almost anything goes. Bestiality, scat, rape, golden showers, extreme S&M, etc. can be openly sold. Up until about 8 or 9 years ago, even child porn was technically not illegal and could be found in some stores, but now that's not the case (although "lolicon" videos showing adult actresses acting and dressed like kids or schoolgirls are still legal).

I have to add something about germany. Private persons are not allowed to order pornographic material. You have to buy it in special shops or you order it from foreign countries.

You might guess my surprise when I visited my parents last year I discovered some hardcore channels on the TV-set of my father (Astra Digital/Premiere Austria).

But what was far more surprising late in the night I zapped around on another TV-set which did not have a PayTV-decoder and there was explicit sex.
It turned out that it is an Austrian channel, which had a live show going on in a club broadcasted. The channel is free on the Astra Digital Satellites.

BTW, don't bother to search for it. The quality (of the live show) was extremely low. The normal program seems to consist of call-in gameshows and the commercials are usually about local brothels.

During my last stay with my parents I discovered two other channels, which are also free on Astra Digital.
They broadcast what seems to be low budget Russian gonzo.

This makes me wonder about some of Mario Salieri's flicks which feature actors and actresses in Nazi dress . Are these banned in Austria ( and presumably in Germany as well ) ?

As to the "Volksverhetzung" laws , they sound similar to British laws against "incitement to riot" and "incitement to cause racial hatred" - a new law . Am I on the right track ?

They are not banned. Simply dressing up as a nazi isn't enough.
One can also argue about the value of art in these movies to defend the presentation of nazi-symbols.

OTOH, when a party with a rather flirtuous attitude to nazi-ism was brought into government, an artist dressed up as Hitler in nazi-uniform and tried to attend the Vienna State Opera Ball protesting against the government, he was IIRC sued because of such a paragraph.

It is about praising Nazi-ism or denying the crimes committed during the nazi-reign.

Since Salieri's and Bandinelli's movies are distributed by Goldlight they are also not banned in Germany, I guess.

In fact Austria is even more moderate on such things than Germany, since some books, especially books catering to conspiracy-theory freaks, were not permitted for sale in Germany and Austrian bookstores made quite a profit on selling them.

As a sidenote, in my younger years I built models, and all these catalogues from Airfix, Revell, Matchbox and such of course had models from WWII.
In the catalogue there was always a big black spot where the swastika was supposed to be on the plane, tank, etc.

They seem to be similar, and share the same intention.

I'm quite interested in the satellite thin Lee as well. I have cable tv at the moment (NTL) but it is so slow to browse through the channels that I'm thinking of switching over to satellite in which case I suppose I might as well go for a movable dish thingy (can you tell there are maybe a few holes in knowledge HEHE).

I didn't know the BBFC also rated porn films too! As far as non-porn films go I have to say the BBFC rarely cuts anything anymore no matter how sexually explicit. I watched Nymphomaniac I and II in the UK on cinema when I was last there and it didn't have any cuts. A decade ago that would not have been passed without any cuts.

I know they are strict on violence vis-a-vis sex. I saw the French film with Juliette Binoche, Elles, at a cinema in Germany (FSK 16) which featured not only unsimulated sex but, to my surprise, pissing scenes. A client pisses on an escort which is shown!
I wonder if the same scene was allowed or cut in the UK. Generally, arthouse films are no longer cut especially if they are foreign language!!
I could check the BBFC site for Elles and let you know.
So, other than the dumb laws for porn the BBFC generally does not censor mainstream films anymore. The last film to be cut heavily by them afaik is A Serbian Film but that was due to the violence and rape scenes.

^^ The BBFC stills censors a lot of non-porn movies. As producers usually know what will not pass the BBFC they will cut it out themselves before they even submit it to the BBFC, so even if it says "uncut" on the BBFC site it does not mean the movie is actually uncut. This makes sense for a business, because a producer will save on the BBFC fees by not having to resubmit.
