Not just to cel phones, but it is a "standard" of wireless transmission. Most often used as you describe but can also be used to network pdas with computers, etc. and as a replacement for usb cords, for example.

It's an extremely low wattage wireless networking specification. Think of it as a "personal area network"ing solution. Bluetooth devices only have a range of 5 - 8 feet in practical use.

Not all of them tho -- our Microsoft Bluetooth keyboard's advantage over the RF kind is it works within a 100 feet or so of the antenna... (which is a big improvement over having to put the RF mouse on a chair near the computer closet when doing presentations in the conference room...)
