Nobody knows a solution?

Damn, after doing some research myself, I think I am screwed. There is an easy to use program for OS X, but I have found nothing but doomsday tales for OS 9.

The only thing I can think of that might work under OS 9 is Snapz Pro 2 from Ambrosia Software. There is a free 15 day trial so you can always download it and see if it works first before throwing down any cash. I use Snapz Pro X in OS X and it works flawlessly. My advice is move to OS X it blows OS 9 into the stone age.

I have read that this doesn't work with an ATI card.
I know, but at the moment, I have other priorities, so I will have to stay on OS 9 for a while yet.

Depends which ATI card you have. It will not work with the Rage 128 Pro, but it would work with something like the Radeon 9000.
