As far as I can tell it depends on all aspects, and in the end you never can know how it turns out on the day of the shoot. Say PB decide they want to shoot a 150 load scene. They have to find a model that's up for a scene like that, and they have to book enough tested and vetted guys, and they have to find a date that works for everyone. And at that day they can't be sure of how many guys that actually turn up, and they can't know how the model is reacting, and they might have to adjust to how the model reacts.
It's worth mentioning that for a period before and under the covid years many scenes where actually made up of smaller shoots over one or two days using the same smaller group of guys edited together to look like it was filmed as one continuous scene. Now since about a year or so it does not seem like they do that anymore. But instead they often shoot two "smaller" 50-60 load scenes on on day instead of one bigger +100 load scene. This seems to be for finacial reasons.
It was a bit different when they shoot the original scenes back in 2016, then the date and model where officially announced beforehand, and anyone with a fresh test could register to attend. Of course they still had a group of regular guys to rely on.
