Look at some of the old Avon titles, many were BDSM oriented. As to whether a specific title holds exactly what you are looking for I can't remember. The directors to look for are Phil Prince, Shaun Costello, Carter Stevens, Joe Davian, and Richard Mailer. However, bear in mind not all of these directors worked for Avon, some were just contracted on a film-by-film basis so they have other non-Avon titles that will not fit your needs. I believe that Prince and Davian only worked for Avon and all the rest did other work as well.
As for the releases, those are harder to find. Vinegar Syndrome has released several Avon titles and After Hours Cinema has as well. Both of these companies have relatively good looking releases, bear in mind though that some of the prints are missing footage due to damage. Alpha Blue Archives has released most of the Avon titles, however, the quality varies from poor to unwatchable.

Flash's recommendations cover most of the better BDSM films of the 70s. Some specific titles that I recall include whippings are Dominatrix without Mercy (one of the best BDSM films ever), Prisoner of Pleasure, Feelings, Betrayed Teens, Night of Submission and Domination Blue (but it is guy who gets whipped in DB).
I have seen Honey Pie but I'd have to give it a viewing again to comment on that scene.
