In fact the No on Prop 60 campaign could still get in trouble over this. I'm not sure exactly what the penalties can be though. (Criminal charges or fines or something else?)

Based on the FPPC ruling in the Measure B complaint by AHF, both the money and decision to contribute has to come from a U.S. subsidiary of a foreign company. That didn't happen in Measure B and $61,500 in fines were handed out for numerous violations. The fines were split between No on B, MindGeek and Froytal Services. MindGeek paid the full amount for everyone and AHF filed a complaint over that as well.
If you're wondering about the Federal Election Commission, AHF filed a complaint there as well for Measure B. The FEC deadlocked on party lines. MindGeek argued that the foreign donations didn't violate the rules because the money was directed at a ballot measure and not a candidate. Despite the deadlock, in their decision the FEC said foreign companies can be excluded from ballot measures.
Regarding Jules... there's a segment of the industry that doesn't like or support the FSC. I don't know if Jules is in that group, it's just a thought. He tweeted that Prop 60 was the most important vote of his life.

^ Ironic that a company which would seemingly be only minimally affected by the ballot measure was a lot more willing to open its wallet to defeat it than were other persons/entities who would have been severely harmed by it.

Their membership got terminated too. It should have been. They recorded a confrontation and put in on Twitter. I would imagine recording and harassing members inside their facility is prohibited. A bunch of porn stars are outraged they got terminated and asking people to boycott LA Fitness. Unbelievable.

Cam shows were included under Prop 60. It would have meant that any person could bring up a violation against a cam performer (and those performers are even more likely than your "traditional" porn performer to want to keep their location and public identity a secret). It would be up to the cam performer (or possibly the company they use to broadcast) to prove that they don't live in California in the first place, and if they did, they would have been subject to all the same issues that other performers would.

I suspect they figure it was worth it. Feinstein has refused to speak to any performers in a public forum and the AHF press releases and ad campaign treat performers with contempt, he's despicable and very disliked by those in the HIV community.

OAKLAND, Calif. — Cal/OSHA officials today outlined what they will cover during a Jan. 31 advisory meeting that will discuss bloodborne pathogen exposure in the adult filmmaking industry.
The advisory meeting to be held in Oakland, Calif., is certain to attract a large contingent of adult industry stakeholders. Because of previous large turnouts and accompanying public comment, Cal/OSHA has scheduled a tight agenda for the meeting, which is planned to last about five-and-a-half hours including lunch break.
Cal/OSHA plans on evaluating two petitions — Petition 560, which was filed by the Free Speech Coalition, and Petition 557, filed by the AIDS Healthcare Foundation. The meeting is in in response to a request by the Standards Board
Both petitions request new regulatory language for § 5193 to address occupational exposures to bloodborne pathogens.
Eric Berg, Cal/OSHA’s deputy chief of research and standards, and Steve Smith, the agency’s industrial hygiene manager, will co-chair the Jan. 31 advisory meeting, Cal/OSHA spokeswoman Julia Bernstein told XBIZ.

The 6½-hour advisory meeting at the Elihu Harris Office Building in Oakland was informational, as well as confrontational, in nature, but no vote was scheduled in regards to two competing petitions proposed by both the FSC and AHF.

Calif. Regulators to Discuss Adult Film Proposals at July 20 Meeting
SACRAMENTO, Calif. — The state Occupational Safety and Health Standards Board today requested a staff update for two proposed adult film industry regulations pending before the board.
The Standards Board eventually will vote on the two petitions that request new regulatory language for § 5193 of the state code of regulations to address occupational exposure to bloodborne pathogens on porn sets.
At its monthly business meeting today in Sacramento, the board requested an update on the adult filmmaking proposals for its next meeting to be held in San Diego on July 20.

As far as 'mainstream', b/g porn shot in LA and/or Vegas, the only company I know of that uses condoms 100% of the time is Wicked.
Spizoo uses condoms a fair amount but not always.
I have seen other companies use condoms very sparingly. Ex: bangbros

SAN DIEGO – State regulators have decided not to undertake any further rulemaking in regards to several proposals that would change protocols for porn shoots.
The decision was revealed today at the state Occupational Safety and Health Standards Board’s monthly hearing meeting, where one board member, Dave Thomas, emphasized that the existing regulatory language continues for § 5193 of the state code of regulations in regards to occupational exposure to bloodborne pathogens on film sets.

^ I saw this report earlier today. Could you contextualize this for us pringles? Is this the end of all the condom business or will the fight be moving to a new arena? Obviously OSHA is saying that condoms are still required under the current regulations but that regulation is hardly ever enforced. So will companies just continue to ignore it and go about business as usual?

The FSC's press release regarding the Cal/OSHA meeting is misleading.
It's causing people to wrongly conclude that 1) 5193 no longer applies, 2) that performers are now independent contractors with regards to workplace safety, and 3) condoms aren't required.
1) 5193 is still in place and applies to the industry. The proposals in question that Cal/OSHA decided to scrap were about giving the industry their own section in 5193. According to Xbiz, Cal/OSHA made it clear that the existing regulations still apply to the industry. There just won't be an industry-specific section.
2) Cal/OSHA would no longer have that jurisdiction if performers weren't still considered employees.
3) Condoms are still required, because the rule of Universal Precautions is still part of 5193.
The FSC press release curiously says that Cal/OSHA's adult industry website lists testing as a possible workplace control that could prevent exposure. It does not say that. It actually says the opposite. Testing can't prevent exposure. Exposure to Cal/OSHA means exposure to blood/semen, not exposure to STDs.
Things will just stay the way they have been since 2004 when Cal/OSHA first started handing out fines. On occasion, companies will get fined when there's a complaint and Cal/OSHA investigates. It's rarely enforced because it's a complaint-based system. Those fines just recently went up about 70%.
FSC says Cal/OSHA will focus on a "hierarchy of controls" rather than personal protective equipment (condoms). This is just a broader term for the same thing. Personal protective equipment is one component of the hierarchy of controls, as is engineering controls (ie simulation of sex acts) and administrative controls (ie training & signs). Cal/OSHA has been using a hierarchy of controls all along. Personal protective equipment has always been the last defense in the hierarchy of controls.
What does AHF do now? I don't know. I don't think we've heard the last from them though.

^ Yeah, and how does the permit issuance work precisely? Are they issued on a per movie basis or a per scene basis? If it's the latter, that adds up $6,688 for the average four scene release. Either way seems completely detached from any understanding of the budgetary restrictions of modern porn. Not that it matters much though considering:
Expect that number to fall to zero if this proposal goes through.

LOS ANGELES-Despite passionate opposition from an adult industry contingent at Tuesday's public hearing, L.A. County's Board of Supervisors voted in favor of imposing mandatory permit fees for adult productions.
The current proposal would require any producer-including everyone from traditional studios to cam performers and custom clip manufacturers-to pay more than $1600 for a two-year permit, as well as take sexual health training and use condoms in compliance with Measure B, which passed in 2012.
Those who fail to comply with Measure B can face a fine of $1,000 and up to six months in jail for each offense. It was unclear from Tuesday's hearing how and when these fees would be implemented.

Here's video of AHF allegedly giving $50 gift cards to people who wore "Enforce Measure B" t-shirts at the hearing today. Xbiz says there were approximately 80 of them and they were recruited on Craigslist. They stood any time one of the AHF reps spoke.

The Los Angeles County Department of Public Health has a new webpage for Measure B. Their Public Health Investigation Administration has been designated to implement the permitting and enforce it.
In an analysis of Measure B published yesterday, the FSC says it is considering legal challenges, amendments and even a ballot initiative to reverse it.

^ A ballot initiative campaign is super-expensive, even at the county level. Hiring petitioners to get the required number of signatures, running ads, etc. I doubt very much the FSC would actually commit to such an undertaking.
